Australia is imposing extra sanctions on Iran amid mounting global concerns about its
nuclear and missile programs.

Foreign Minister KEVIN RUDD says the sanctions are in response to Iran's continuing
non-compliance with United Nations Security Council resolutions on its nuclear program.

He says the new measures follow the attacks on the British Embassy in Tehran on November
29 as well as the recent International Atomic Energy Agency report which einforces concerns
about Iran's nuclear activities.

Prosecutors have called for life with no parole for ARTHUR FREEMAN .. the man who threw
his four-year-old daughter DARCEY off the West Gate Bridge.

In a pre-sentence hearing today .. Chief Crown Prosecutor GAVIN SILBERT .. SC .. said
FREEMAN had committed a significant example of the worst crime.

But FREEMAN'S barrister said he didn't concede life imprisonment was the only available
sentence for the father of three.

As today's hearing at the Victorian Supreme Court drew to a close .. FREEMAN indicated
he wished to dismiss his defence team and make a statement on his own behalf.

The court has been adjourned while FREEMAN has discussions with his lawyers.

QLD:Trade union heavyweight steps down

BRISBANE, Dec 10 AAP - Hughie Williams' life-long dedication to workers' rights was
seeded at the age of 13 when he worked in some of the country's most "filthy and dangerous"

coal mines.

The 77-year-old trade union figure has stepped down from the Transport Workers Union
(TWU) on Friday after nearly 40 years as an official, including 18 years as the union's
Queensland secretary.

Mr Williams was voted out of the position last month but the former Olympic wrestler
is showing no signs of slowing down.

He says he is establishing a transport workers consultancy to continue contributing
to workers' rights.

"When I left school at the age of 13, I was living in the Hunter Valley and I worked
in some terrible and dangerous,filthy coal mines. Even some of the rats used to walk out
of there," Mr Williams told AAP.

"A few kids got killed and a fella said to me `if one of you kids get killed it won't
matter that much but if a horse - because we had horses down in the mine - gets killed
it's a major tragedy'.

"I then realised how important unions were and I joined the coalminers federation at the time."

Mr Williams stood up against the staunchly right-wing Bjelke-Petersen government and
was involved in reforming the Queensland ALP in the 1980s.

His big achievements include winning pay increases for workers and holding company
bosses accountable for accidents involving truck drivers pressured to drive long hours.

"About five years a go a driver who was instructed to drive despite being very tired
killed two people. He went to jail," Mr Williams said.

"I campaigned for a chain of responsibility that went back to the bosses of the company.

There was a lot of opposition from transport companies.

"It was one of the best efforts of the union because it's going to help a lot of people
in the future.

"Since 1992, under the new wages we have been able to achieve pay increases for all
members every year."

He said he believes a well-funded smear campaign was behind his ousting last month
but he's prepared to move on.

"It's an interesting job but it's a very time-consuming and demanding job and sometimes
you don't get credit for the work you do.

"That's what they'll learn (the new administration). I wish them well and I wish the
union well too."

Mr Williams said he was disappointed with the privatisation of Queensland's coal rail
business and he remains opposed to the sale of assets.

"They should never have sold (QR coal rail business). I think the government has acted
irresponsibly there."

He has received good wishes from Premier Anna Bligh and other ministers.

On Friday, federal Treasurer Wayne Swan told reporters Mr Williams had made a "massive
contribution not only to the union movement but also to the development of this great
state.

"I certainly wish him well."

Mr Williams was beaten by another long-time unionist, Peter Biagini.

CYCLE:Davis retains lead

KATOWICE, Aug 3 AFP - Australian Allan Davis, riding for Astana, finished third to
retain the race leader's yellow jersey after the third stage of the Tour of Poland on
Tuesday.

Belarusian Yauheni Hutarovich pipped Argentina's Lucas Sebastian Haedo to victory after
a furious bunch sprint as Davis came in third.

FDJ rider Hutarovich emerged from a cluster of back wheels on the home straight of
the 122km stage to beat Saxo Bank's Haedo, the younger brother of Juan Jose, by a wheel
rim.

Davis now holds a four-second lead on Hutarovich, with Spaniard Aitor Galdos Alonso
(Euskaltel) in third place at 8sec.

Qld: Police warn of child sex predators this Xmas

BRISBANE, Dec 21 AAP - Police have issued a warning to parents to protect their children
from online predators these school holidays after Queensland raids resulted in four men
being charged with child sex offences.

Police on Monday announced the arrests following raids last week around Toowoomba,
west of Brisbane, which targeted the possession and downloading of child exploitation
material and the targeting of children online for sexual purposes.

A 25-year-old man was charged with one count each of making child pornography and using
the internet to access child pornography and two counts of possessing child exploitation
material.

Two other men, aged 38 and 18, have been charged with using the internet to access
child pornography and possessing child exploitation material.

A second 18-year-old man faces charges for allegedly engaging a child online and soliciting
the child for sex.

They will face Brisbane and Toowoomba courts during January.

In a separate operation earlier this month, police arrested a 27-year-old Balmoral
man for allegedly organising to meet with a 15-year-old he met online.

Detective Superintendent Peter Crawford said parents needed to take care during the
school holidays.

"Many children are spending more time online and may even be receiving new devices
for Christmas that enable them to access the internet," he said.

"It is an absolute fact that sex offenders go online during the school holidays to
target children to talk with and hopefully, to meet.

"Experienced predators can groom a child and organise to meet them in a very short
period of time."

Det Supt Crawford said parents should take time to speak with their children about
such matters and lay the ground for open communication.

"Communication with your child is the first step and, in my opinion, one of the most
important," he said.

SA: Govt to lift the lid on cabinet decisions

ADELAIDE, Aug 12 AAP - The South Australian government has decided to lift the lid
on cabinet discussions from the 1990s with changes to secrecy laws.

The state will fall into line with Queensland in releasing all cabinet discussions
and papers after 10 years.

"I do not know of any other jurisdiction in the world that makes cabinet documents
available sooner," Premier Mike Rann said.

"This is really about making sure people can see the decision-making process on big
issues, important issues from just 10 years ago.

"I think that's a good thing."

Under current rules in South Australia, cabinet papers remain secret for 20 years while
a 30-year rule applies at the federal level.

The new rules will come into effect in SA from October 1 to allow time to set up processes
for dealing with inquiries.

No special legislation is required, merely a decision by state cabinet.

The changes will make some key cabinet papers from the 1990s available later this year
including those related to the 1991 collapse and bailout of the old State Bank and the
privatisation of state assets, including electricity and water supplies.

If the Labor government is returned at the state election in March next year, it will
also make papers from its first term available for release while it is still in office.

Mr Rann said he had no problem with that.

"I might come down and start handing them out myself," he said.

"I'm very comfortable about the decisions we've made."

New South Wales Premier NATHAN REES has introduced new legislation into parliament
aimed at ending an escalation of violence by bikie gangs.

Mr REES says the proposed legislation outlaws motorcycle gangs and their members and
would seek to declare them as criminal organisation.

Mr REES says expert legal advice has been sought and the legislation is well protected
against any future High Court appeals.

It comes after 29 year old ANTHONY ZERVAS was bashed to death at Sydney airport 11
days ago in a bikie clash.

CANBERRA, Aug 29 AAP - Air safety investigators have blamed an exploding oxygen cylinder
for blowing holes in the fuselage and floor of a Qantas plane mid-air, and warn it could
happen again.

Investigators found the cylinder - one of several in the cargo hold - blew a hole near
the wing and shot up through the cabin floor, knocking the plane's door close to the open
position.

It came through the floor where a jump seat for crew was located, but no one was in
it at the time.

The cylinder also hit overhead panelling in the cabin before it dropped back into the
hold and was sucked out of the aircraft through the ruptured fuselage.

Debris from the fuselage was also sucked into the No 3 engine, but did not cause major damage.

The Australian Transport Safety Bureau (ATSB) released its preliminary report today,
but investigators are yet to determine what caused the cylinder to fail as the plane flew
from Hong Kong to Melbourne on July 25, with 346 passengers and 19 crew on board.

While the event was rare, ATSB investigator Julian Walsh said he could not rule out
a similar event in the future.

The Boeing 747-400 was 55 minutes into its journey when the explosion occurred at 29,000
feet, causing wind and objects to swirl around the cabin and panicking passengers.

Oxygen masks were dropped and the pilots made a rapid descent to 10,000 feet, before
making an emergency landing at Manila airport.

"The passengers were obviously very lucky," Mr Walsh told reporters.

"(The cylinder's) been propelled up with significant force to do the damage that it
has, and it's happened very quickly so it probably would have been a matter of seconds."

Mr Walsh said it would be difficult to learn what happened to the cylinder - which
had been inspected six weeks before the incident - because it was not available to examine.

"There's nothing at this stage that the ATSB can identify that could have been done
to prevent this, we don't really know why the bottle failed - that's the key question
for the investigation."

He said he was not aware of a similar occurrence in aviation history but could not
rule out such an event happening again.

"Anything's possible, it's certainly a rare event but no one can discount the possibility
of those sort of things happening."

The bureau has issued safety advisories to airlines to undertake inspections, testing,
maintenance and any required repairs of oxygen bottles.

The team plans to look into the design and manufacture of the cylinders, any recorded
failures and the adequacy of inspections and maintenance.

Qantas chief executive Geoff Dixon said the airline's own investigations agreed with
the ATSB's preliminary conclusions.

Qantas had completed an inspection of the oxygen systems across its B747-400 fleet
on August 1, which confirmed there were no safety issues, Mr Dixon said.

The aircraft involved in last month's incident was repairable at a cost of less than
$10 million and would be back in service in November 2008, he said.

Qld: Investigation fails to find cause of chopper crash

A safety investigation has failed to find what caused a helicopter to ditch into the
ocean off Queensland's central coast.

The pilot was flying a marine pilot to a container ship when engine trouble forced
him to put down in the ocean 180km offshore from Mackay on June 13 last year.

They inflated a raft and were picked up by a rescue chopper before being treated for
minor cuts and fuel burns.

The chopper drifted 84 kilometres from the crash site and wasn't recovered for three months.

By then damage from salt water and exposure made it impossible to say what caused the
engine trouble.

However the report named a number of possibilities that could have caused the engine
shutdown .. including engine fuel starvation.

It also found the pilot had undertaken unapproved maintenance before the flight which
could have posed a danger.

CANBERRA, Dec 20 AAP - Images of infants being raped and tortured were allegedly downloaded
by 24 men arrested by state and federal police in a strike against a child pornography
ring.

The Australian Federal Police (AFP) has promised there will be more arrests as Operation
Irenic continues both locally and internationally.

"We are sifting through over a million images at the moment," the acting general manager
of the AFP's high-tech crime operations Kevin Zuccato told reporters in Canberra today.

"The youngest children were infants.

"These are images of children that are getting raped and abused and tortured."

There were three arrests in Western Australia, one in Adelaide, seven in Victoria,
10 in NSW and three in Queensland.

They are aged between 30 and 70, and include a teacher, a former police officer and
forensic psychologist.

Some of those arrested were known to police for previous sexual offences.

Irenic is the second largest operation of its kind conducted by the AFP, involving 100 police.

Mr Zuccato said cooperation with Interpol and America's Federal Bureau of Investigation
would continue.

"With these types of investigations we don't stop at just arresting the people who
download the images," he said.

"We are trying to move as fast as we possible can to ensure that we save children.

"There will be arrests internationally."

He said investigations were far from complete and what had been discovered so far was
"the tip of the iceberg".

One child has been taken by authorities because it was at direct risk.

"The child was, at times, in the presence of a person who had been downloading child
abuse images and it's our understanding that that individual was actively preparing this
child for abuse," Mr Zuccato said.

"That child and others can go to bed this Christmas and expect only Santa Claus as a visitor."

The dismantling of the ring, Mr Zuccato said, was a timely warning ahead of Christmas.

"It's also to talk about, at this time of year, the importance of vigilance.

"This year kids will be receiving laptops, they'll be receiving mobile phones that
are now capable of being connected to the internet and therefore this presents further
issues for parents and children in terms of their safety."

NSW: NSW moves to secure new national IR regime

SYDNEY, Aug 9 AAP - NSW Premier Morris Iemma's government is devising a plan for a
new national industrial relations regime, according to a report.

The new regime has a strong role for the states to protect itself against a "likely"

abuse of power by a Labor government in Canberra led by Kevin Rudd, The Australian reports.

Mr Iemma's government is proposing to pay constitutional lawyer George Williams $2,000
a day to conduct an inquiry on options for the system, the newspaper says.

The NSW Labor plan indicates serious mistrust on the part of the Iemma Government,
with fears that a federal Labor government would impose its will on the states, insisting
on a power grab not dissimilar to the federal government's own.

Under the terms of reference, the NSW government inquiry would generate options for
a cooperative industrial relations system to replace the federal government's national
IR takeover.

Vic: Hotel renovation halted amid safety fears

MELBOURNE, Feb 15 AAP - A Melbourne hotel has been slapped with a stop-work order
amid fears a renovation project is putting staff and guests at risk.

WorkSafe ordered the Victoria Hotel in Little Collins Street to halt construction work
today after a site inspection uncovered unsafe building practices.

The Construction, Forestry, Mining and Energy Union (CFMEU) notified WorkSafe of the
issue after an anonymous tip-off.

CFMEU state secretary Martin Kingham visited the CBD hotel at 8am (AEDT) today, describing
the building as a bomb site before being evicted.

He said staff and guests were exposed to gaping holes in the floors and hanging electrical
wires in conditions he described as third world.

"I've spent the last 35 years of my life on building sites and this would have to be
one of the worst I've seen - absolute death trap," Mr Kingham said.

Victoria Hotel general manager Peter Barker denied staff and guests had been placed
at risk during the construction, but said management was working through the issue with
WorkSafe.

"There are workplace issues that they are dealing with, they're doing an audit for us," he said.

"The building contractor ... will comply."

Mr Barker said the four-storey renovation started in July last year and involved the
refurbishment of the rear section of the hotel.

Comment was being sought from WorkSafe.

SYDNEY, Aug 30 AAP - Peter Beattie and the Labor Party are in a winning position 10
days out from the Queensland election, a new poll shows.

The latest Newspoll gives Labor 52 per cent of the primary vote - a result that would
allow the party to build on its majority without having to rely on the preferences of
minor parties, The Australian newspaper reported today.

Support for the Liberal Party is at 20 per cent, it's lowest level since the 2004 state
election, while the Nationals are on 16 per cent.

The poll, conducted at the weekend with more than 1,000 voters, reveals Labor leads
the two-party-preferred vote 58 to 42.

Mr Beattie's satisfaction rating is at 47 per cent, while Opposition Leader Lawrence
Springborg's dissatisfaction rating is a record 45 per cent.

Support for the Greens is at just two per cent, equal to that of Family First.

If the results are carried through to the September 9 election, and Labor enjoys a
statewide swing, the Beattie government would be returned with 62 of the 89 seats in parliament.

But long-term tracking by Newspoll shows Labor often squanders a strong lead developed
mid-way through a campaign, the newspaper said.

NSW: Swimmer missing on far nort coast

A search resumes today for a missing swimmer on the New South Wales far north coast.

Police say four 15-year-old males went swimming at Cabarita Beach .. about 3pm yesterday.

One of the teenagers got into difficulty and was last seen about 150 metres out to sea.

Police say an extensive search by local rescue authorities failed to find the Chinderah
teenager and the search was called off at 7pm.

The search is expected to resume today.

Fed: Protests set to greet Japanese whaling ship in Hobart

Anti-whaling activists may go ahead with a protest in Hobart today .. even though a
Japanese whaling ship is no longer expected to enter the Derwent.

The Keiko Maru was given permission to berth in Hobart .. so a sick crewman could receive
medical attention.

But yesterday .. Greenpeace protest plans were thwarted when the man .. suffering acute
appendicitis .. was airlifted to Royal Hobart Hospital.





Australian Greens senator BOB BROWN called the federal government wimpish for granting
port access to the Keiko Maru.

He accused the government of softening its anti-whaling stance .. amid negotiations
for a free trade agreement with Japan.
